India has the 5th largest defence budget in the world. The defence sector is one of the key sectors under the “Make in India” initiative of the Government of India which has huge potential to boost manufacturing capability and employment in the country. The importance of the sector can be highlighted from the fact that the sector is poised to reach $ 26 billion by 2025 as per the Government projections.

MSMEs play a pivotal role in the defence manufacturing sector and act as incubation sector for defence technology. The logistic units and establishments of the armed forces are spread over the entire nation, but the maintenance supplies and services are in general centrally catered, a shortfall in operational supply is replenished locally by various local unit commanders through delegated financial powers.

With an objective to improve the MSME ecosystem in the country, the Ministry of MSME, through the Office of the Development Commissioner (O/o DC, MSME), currently operates 18 Technology Centres (TCs) wherein 10 are for the tooling industry and 08 for other industries such as Electronics System Design and Manufacturing (ESDM)), medical engineering, industrial robotics, designer & decorative glass, footwear & leather, and fragrance & flavour, etc. TCs are engaged in providing quality tools and machinery for prototyping and manufacturing, creating skilled manpower, providing consultancy services in tooling and related areas, upgradation of technologies in products & processes.

TCs also focus on improving access to technologies and providing technical advisory support for entrepreneurs in the given industry cluster they serve. TCs serve both workers and youth by offering opportunities for hands-on technical training and skill development in varied trades to improve employability and livelihood opportunities. Some of these technology centres are manufacturing parts for prestigious missions like Chandaryan and ISRO.

Ministry of MSME (MoMSME) through its Technology Centres (TCs) has been striving hard to provide an impetus to domestic manufacturing by providing design, development & manufacturing support to MSMEs and strengthening the technological base of Indian MSMEs. The TCs have also provided support to India’s strategic sectors like A&D, space, atomic energy etc. in their R&D requirements. With GOI’s increasing focus on indigenisation, TCs can play a role in translating this vision into reality.

The exhibition has potential to:

  • Make TCs play an important role in realising the vision of “Atmanirbhar Bharat” amidst COVID-19 by supporting the steps taken by the government to boost MSME ecosystem.
  • Showcase the technological capability the TCs possess in the field of Precision manufacturing (Precision machined parts, mechanical parts assembly, CNC machining, precision lathe work, surface grinding etc.), Forging and Sheet metal work (forging raw materials like carbon steel, titanium & Aluminum, Forging hot closed dies, open dies, CNC & VMC machining and to designing & development).
  • Provide TCs in consortium with MSMEs the opportunity to participate under the Make-I procurement category and Make-II procurement category.
  • Establish the role of TCs in achieveing the Ministry of Defense’s vision of exports of INR 35,000 crore (USD 05 billion) by 2024.
  • Provide TCs with an opportunity to facilitate the MoMSME procurement policy for MSEs, amendment order, 2018 which instructs a minimum 25% procurement from MSMEs for all PSUs. The PSUs participating in the exhibition can target the TCs and MSMEs associated with them for satisfying the 25% procurement criteria.
